did you just replace the timing chain on it?

with the jumper in it should idle low and be at the 5* mark on the oil pump, removed the idle will jump back up and should move the 12* mark, if this isnt the case then then the distributor is a tooth off of the timing chain has jumped or isnt on right would be my guess but it usually wouldnt start if the timing was that off
