Carb sticking 20r stock w/ smog

Where do I start looking for problems? It's 100% not cable or cable spring.

It will idle fine at 800rpm but rarely will drop back to that upon letting off pedal. Tapping the pedal will let it drop back down....Sometimes takes a few taps. It often sticks at 2000rpm....tap a few times drops to 1500 then couple more and then down to 750-1000rpm. 

Is this a plate hanging? Will the choke cause this?.......

Also starts easy every morning....this is a daily driver on interstate and through Oakland so I'm tearing up my clutch, tranny, and rear end with each time it's revved and I'm shifting.

It passed a smog a couple of weeks ago. I just moved here from Tennessee so don't really know what that means other than I paid 100 bucks for emission test.....I can't image that means all smog components are functioning properly. Truck is new to me and had been sitting for a bit before I got it.

I would take the cable and springs off the carb, and play with the linkages.  Try to feel for anything that feels like its binding or hanging up. 

After that, look at the return springs. 

Then with the cable off, spray some lube down it.  Work it all the way thru to the pedal.

I'm going to pull off air filter and mess with it this afternoon before leaving to go hunting.....I've already sprayed a can of penetrating oil through the cable housing (in both directions). I can feel the cable moves better now but carb still hanging....didn't help with that aspect.....I'll post again with what I do or don't come up with.

So my 100% ain't worth a crap.....cable spring wasn't pulling all the way back

This has been a ongoing PIA with this truck.  It will work fine for a while and then start back up again.  I have a pretty stout throttle return spring on, but there is another spring that is broken.......I think this may be the underlying problem.  Here is another post with the guy showing the spring in his hand.  What does this spring do and can it cause improper throttle return?  Anyone know the real name or part number for this guy?  Can you even buy this spring from Toyota?
