Air Compressor pump HP requirements.........

Are air compressor HP requirements linear to speed and pressure.....

Say you have a pump that's rate 3 HP 150 psi and max rpm 1200.


If you only have a 2 HP motor, will it work if you have the cutoff psi at 100psi rather than 150psi (2hp/3hp * 150psi)

or

gear it so it only goes to 800rpm

or

some combo of speed and pressure reduction?
