Can't post pics?

How come it doesn't give me the option to add pics on my post/replies? Is it cause I haven't posted enough to unlock that privilege yet?   This is what it says everytime I post on a thread.

Never mind I fell dumb now, it says that in the text I copied above but on my phone it had half of that text off my screen. Didn't see it until I copied and pasted it in my post. Sorry guys.
