Front axle bearing preload

I just finished putting in my locker and getting the front axle rebuilt.  I can't seam to get the passenger side knuckle bearing preload to set right.  Basically, will not even move the pull scale and the knuckle turns.

I have tried the following combinations:
Currently- 1 thick- 1 thin (top and bottom)
Past efforts:
1 thick 1 thin (top) 1 thick (bottom)
1 thick  1 thin (top) 2thick (bottom)

Any other ideas?  Should I start removing shims?

You remove shims to add pre-load. Try 2 thin - 2 thin, then remove one from the top and see what happens.

And these are Trunion bearings  :disturbed: sorry, your title just sounds as though your asking about wheel bearings.
