Here is how i did mine. The bottom mounts to the wrench plate and the top mounts to the radiator support or body mount.

the top part i cut a slit in the round tubing and welded in some flat plate. for the blinkers I used 16 gauge or so to mount the blinkers.

and if anyone is wondering WTF happen...yes Im going chevy 4.3 chevy on pane.

I rather have it bolt on so if I some how bend it up badly. I can make another one without having to cut any tube off.
Hope that gives you another angle on mounting a front bumper.

Looking at the pic, there isn't a premade bumper that is going to bolt onto the front of your truck, you are going to have to either have to fanricate a one-off bumper, or modify an aftermarket one.  Since 3rd gen trucks bumpers mount from the side rather the the front, it would likely be easiest to fabricate some side mounts that you would weld to the side of the new crosss member, then modify an aftermarket 3rd tube winch bumper to fit around the winch.
3rd gen bumper mount

IIRC, there is about 36-37" between the 3rd gen mounts.

Snowtoy, he's got a 85, not a 3rd gen he's talking about.  But from the pictures he posted, its gonna have to be a total fab up unit.  Because of how the leaf spring mount and winch mount is all together.  Unless, he goes to a shorter spring, and use a traditional crossmember for the springs, then he will be able to use one of the Marlin's or whoever prefab bumpers with winch mount.

I know he doesn't have a 3rd gen, that is why I wrote that he would have to make side mounts that he would weld to the new cross member he has, that would then allow him to modify a 3rd gen bumper that he could then bolt-up to the new mounts.  A bumper like this Marlin one should be very easy to modify to work with the cross member he has now along with some fabricated side mounts.

If you need something temperary to clear a fix-it ticket, you could drill a hole through each end of the cross member you have now, and bolt up some square or round stock on each side.   It wouldn't look all that great, but it should keep you legal until you come up with a permanent bumper, and shouldn't cost you more than $20 to do.

Yeah It looks like the tube that was welded on the front holds the front spring perch on And the winch plate is welded onto that.
