'94 pickup 22re code 71 help!

I keep getting code 71.  Didn't have any problems until I installed LC engineering header, and HF magnaflow cat.  The header is smog legal with all egr and o2 sensors.

So far I've put a vacuum pump on the egr valve and the engine stumbles.  I cleaned the EGR temp sensor.  Checked the egr vacuum modulator tried to suck vacuum through the large port at the bottom and blow (no air leaks by so I assume thats good).  Checked all 3 vacuum switch valves on top of the valve cover (With battery they click and seem to work fine) inspected vacuum lines.

It seems like the check engine light (cel) come on one it gets to operating temp and right around 2,000 rpm between 55-60mph.

Any ideas?  This is a CA truck so I have to have all smog equipment.

Oh yeah it has a Downey intake, but have had that on for almost a year now with no problems...

Sure enough I pulled the header off yesterday morning and there was some weld in the EGR port on the header flange.  Cleaned it up with the die grinder, made a nice smooth flowing transition.  Put it back together drove it around, no check engine light yet.

So anyone out there that thats getting a code 71 (after you install a LC header) before you start buying all those expensive EGR parts check those EGR ports.
