1969 FJ40 carburetor part

OK what is this part called? The power wire was hooked up to the coil. So it would be open with the ignition on and closed with the ignition off. Looks like it allows air to bypass the carburetor. Is it some kind of strange idle up valve? Primitive air control valve? Old style anti diesel valve?  :headscratch: Someone rebuilt this carburetor at one time. But time has passed and some of the rubber parts already fell apart. The accelerator pump no longer worked, So I got a rebuild kit and took it apart. Funny the accelerator pump would have worked, if they hadn't lost the balls during the last rebuild.  :slap: Anyway it idles and runs fine right now without the strange part hooked up.
