This has nothing to do with the fuel sender.
Both carbed and efi trucks use the same ohm gas tank sender units.
The problem is that the gas tank wire is going to a ground and has a result, the fuel guage is showing a full tank.
You need to trace the cluster gas tank wiring.
I would compare both clusters, and move the wires to the proper position in the wiring plug as required.
