Weird Network PC, server problem....

Before:

8 PCs running XP
2 PCs running Windows 7
1 Server 2003

Everybody can see everybody in network in same WORKGROUP.
PCs can get to shared directory on server

Then Power Outage and UPSs on server reach limit and server shuts down  (PCs shutdown too)

After (stage1):
If server is down:
  All PCs see each other.
If server is up:
  PCs don't see each other (but if there's existing drive mapping between PCs it works)
  Nobody can get to shared server area.

After much futzing around and we get to

After (stage2)
Turned on NETBIOS on XP machines (wasn't on before)
NETBIOS was already turned on, on the server 2003 and is on by default for Win 7.

With NETBIOS protocol turned on each XP, the XP machines see XPs and the server; and can get to the server 2003 shared drive.

The Win 7 machines only see each other.  Don't see server or XP machines.


Have been trying various fixes found on internet to no avail.


Anybody got a clue?
