A little background on this project basically I am swapping a 1985 22RE, with wiring harness, and ECU into a 1986 truck that used to have a 22RTE. We got the motor into the truck and all plumed and tried to start it with no luck. We sprayed some starter fluid in the intake and she kicked over and we already knew we were getting spark no problem. So I started looking into a fuel delivery problem and sure enough the fuel pump wasn't working so we went through the wiring and found out that the Circuit Opening Relay wasn't working but theres 12v going to the connector, all the resistance tests check out find, and it clicks over when you hook it to a battery

. So then we jumped the +B and Fp terminals at the clip so the fuel pump will go when you turn it to the ON position. You can hear the fuel pump into the rail but the truck still wont start. So I started to check everything there. Also the PO put a fuel pressure regulator on recently. Anyways I ended up popping the boot off the back of one of the Injector connectors and hooked a diode into the connector while it was plugged in and had some crank and there was no power there. I'm assuming you would be able to see the batch fires to the injector with a small light correct?
-You can hear the AFM click over and the AFM and TPS checked out with a quick resistance check.
-The Injectors were just re-done over at cruzin performance as well.
Well, that's where im at right now and completely

Any thoughts why those Injectors wouldn't be getting voltage?
edit: forgot to add that we cranked it and pulled a plug and it was bone dry and cranked it without a plug and it was just air. definitely no fuel and have re checked timing.
