i have a 2000 chevy silverado as my DD/tow rig. the problem that im having is that the brakes seem to take more pressure to stop now then when i bought it about 7 months ago. also the parking brake doesnt seem to work at all when i set the brake the light on the dash flashes and if you put the truck in gear it doesnt feel like it is grabing at all. where should i look first? i have checked to pads and they have plenty of matterial left.

make sure you have the propper amount of fluid.  your parking brake probably needs to be adjusted as they do stretch also.

The Fluid is right where it needs to be. Is the aadjustment of the brake cable something i can do or do i need to take it to a shop?

Your e-brake cables run along the outside of the drivers side frame.  Look for a section where you can tighten up a nut on a threaded section. 
Do you have disc brakes on the rear?  If you got drums, adjust up the adjusters, so the shoes just slightly drag the drum when you spin the axle.

Make sure the rears are working, I'm assuming this since the pb isn't working either could just need to be adjusted.

Yeah it has disc in the Rear. I Guess i am off to the parts store to pick up a manual and try to adjust that PB cable
