fuel system help please!!!!!

I have a 87 Toyota 4x4 with the 22RE engine, it now will start up and die instantly and wont run. When I open the hood there is fuel leaking from the front of the fuel rail, and the engine is flooded after it dies. I have taken it to a mechanic whom I have had no prior experience with and he said that the truck needs a new fuel pump. It took him a week to decide this and he pulled all the injectors thinking they were the cause and finally came up with this solution. Does this sound like the correct solution to the problem? I am worried he is not a competant mechanic and it seems if the fuel pump is bad there would be no fuel not and excess of it, to me it sounds more like a fuel pressure regulator issue? Any input would be helpful as to a solution or diagnosis.

id probably agree with you on the fuel pressure regulator it might have a pin hole in the diphram and thats where the fuel is coming from. if the pressure regulator is not working it will spike the pressure and causing the injectors to spit too much fuel into the motor and causing it to flood. id replace the regulator first then go from there and that mechanic is an idoit never go there again. also if the fuel pump was bad it wont pump fuel to begin with and in turn the cyls wouldn't be fill with gas. tell me if you need and more help. good luck.
