I got pulled over in my 4Runner for no rear bumper but the cop was profilling me. I didn't get a ticket, he wanted to know what I was doing in the area. Just tell them it didn't come with one. My 1990 Toyota truck didn't come with a rear bumper & I bought that new.

Taken from the DMV site.

 Passenger Vehicle Bumper Requirements
28071.  Every passenger vehicle registered in this state shall be equipped with a front bumper and with a rear bumper. As used in this section, "bumper" means any device designed and intended by a manufacturer to prevent the front or rear of the body of the vehicle from coming into contact with any other motor vehicle. This section shall not apply to any passenger vehicle that is required to be equipped with an energy absorption system pursuant to either state or federal law, or to any passenger vehicle which was not equipped with a front or rear bumper, or both, at the time that it was first sold and registered under the laws of this or any other state or foreign jurisdiction.

Amended Ch. 451, Stats. 1973. Effective January 1, 1974.

If it's a truck, you don't need one.

A 4-runner would need one.

if you still have the rubber bump pads on the rear valance then you will be ok, if not you need to put something back there or risk it. usually trucks that have no rear bumper have two rubber pads on the valance.

According to the law, if it came with a rear bumper originally, it has to have one.  If it didn't, it doesn't.  Personally, I don't think you'd get dinged by many cops for it, I drove my truck without a bumper for 2 years or so, never heard anything about it.

I drove with no rear bumper for a long time.  I put the bumper back on to pull my small trailer and then I got rear ended (without the trailer on).  The bumper saved my box from any damage at all.  Just something to think about.

Yeller, up here where we're from, doubt you'll run into any trouble. May get a few rogue looks, but doubt they'd actually pull you over for it. If you got nailed for something else, they may add it on. Besides, you could tell them that you just took it off to fix it and will be putting it back on next week, and they will likley let it go.
