My truck is sitting on springs only right now, and I just got some shocks in the mail.  Ranchos.

Thing is, and I feel really stupid asking this:  Are they supposed push out on their own?

I compress them, and they stay.  Are they ok or are these things toast?

they are fine... your shocks dampen (approximately) the same amount going UP and DOWN...think about it it basically just slows your spring from moving up and down. thats just how ranchos are...... a gas pressurized shock will push out on its own
