Fence paint question

We've got a metal fence around our pool.  The pain on it is looking pretty shoddy, so my dad wants to grind it off (actually, he wants my brother to grind it off )  and then repaint.  Its just a steel fence, but we want a paint on there that'll stay bright and be fairly durable for a long time.  We don't have severe weather, just rain in the winter, but it is near the pool, so it needs to be rust resistant. 

1. Do we need to primer?

2. What kind of paint/primer is best? 

3. spray on/rattle can/brush on?  We do have a compressor, so spray on is an option.

use paint stripper, it's nasty but grinding would flat suck

Then go to a real paint store and ask them

I'm with Unclejpl on this. I had to do the same thing to a railing on some steps, and what a PITA. Rustoelum goes a long way.
