Auto Shift Points with new tires

Since I dropped the 31's on my shift points seem a bit messed up, on any kind of hill on road seems i am constantly having to gas it to kick down point to maintain speed or it feel sluggish.

I know there are power chips for the engine, are there any chips out there, or a way to adjust the shift points to comp for the new tires?

This is a '98 XJ with 3.5RE and 3.55's

see if you can get a programmer.  If one is available, it's probably gonna be a Hypertech...it'll let you adjust shift points, rev limiter, etc..and compensate for tire size.
