Would a Horse Trailer be considered a complete Rig?

Not sure how many ranch folk we have here but we got a '97 4 horse slant with a quad saddle rack in rear, side tackrooms and front living quarters. Gooseneck, white, good condition, and a hay roof rack!  If you know anyone lookin for a trailer pass on the word on!!
