won't start trouble code 51

so i've done the timing, valves, and head on my 22-re and i've also replaced the TPS with a brand new one from napa and it still isn't firing. it turns over, has spark and fuel pressure is there but it doens't fire

i'm running low on cash and patience. can someone share any details i may have overlooked?

But is the TPS adjusted properly? Just replacing it won't do much without adjusting it.
