1995 Pickup Stuck in H2

Hello everyone, I wanted to see if anyone had any ideas on this one.

I have a recently rescued 1995 Toyota Pickup DLX 22RE (see below for more details) that is stuck in H2.  I believe it has the W56E transmission and RF1A Forward Shift tcase. I have tried applying pressure to the tcase shifter while moving forwards/backwards both free rolling and under power, in neutral and in 1st gear and it won't budge.  The 5 speed trans works great.  The tcase shifter will move right-left about 3/4" or so with no real resistance, but it won't pull down into H4. I've also tried locking the front hubs and repeating everything, but it still won't move.  I haven't tried going gorilla on it yet, just applying pretty firm pressure.  I don't know any history on whether it worked before being parked, but I'm going to ask the previous owner next time I have a chance.

Any ideas on what to look at next?

Other Stuff:  This truck was abandoned in a yard for somewhere around 3 to 5 years after a rodent chewed a hole in the fuel filler tube. Years of moist air getting into the fuel tank ruined everything in it.  I replaced the tank, pump, pickup, and hoses, cycled fresh fuel through the lines, and she started right up on the first crank!  There is zero rust on the body and the frame/undercarriage looks great, way better than it should, but this is a southern truck (East TN). It has 110k on it.

I'd pull the tcase, and tear it down. It's a pretty easy thing to go thru. There are lots of youtube videos, and plenty of written article on how to do.

Yeah, that may be what it comes to.

Is it common at all for these to stick?  Are the forward shift rods prone to rust and seizing? It's all sealed up and looks good from the outside.
