will 15x8 0 offset rub on a stock 86 Toyota Pickup running 31x10.5 tires

I think something is going to hit in the steering vs. the inner part of the wheel if I follow what you are describing.

No they shouldn't.  0 offset is just a standard wheel.

So what would be the most offset I can get before I start running into rubbing?  All the charts seem to be at 3.75 backspacing with -19.  Would that be saying if I went with greater - offset (like -21) that wouldn't be enough backspacing and I'd have to start hammering fenders?

First of all what wheels are you looking at? 

I run the Black steel wheels 15x8 with standard 3.75" offset.  And nothing rubs, and with 31's.  The only thing that rubs, is when I turn sharp and the factory Toyota mudflaps rub the corners of the tires.

Pro comp steel wheels 15x8.  Store is trying to tell me they cant guarantee -19 will fit and will possibly cause an issue and are trying to go for 0 offest.  I'm thinking the added inch of wheel width without any offset would cause a problem.

If you get the "Zero Offset" you will be fine.  Remember, Toyota steel wheels from the factory come with a Positive offset wheel.   Not like the Chevy pickups or fwd cars are.   The wheels you want, will stick out more.  But won't rub, just a little more dirt up the side of the truck.
