What determines the lift on the chevy springs, the arc or the shackle

Well both really.  With a stock-ish shackle most 63s would ride maybe 2-2.5" taller tan your Toyota springs based on what I have experienced.  You really just have to mix and match until you get the desired result though.  I like a 4.5-5.5" shackle and I add a few more leaves to the pack.  These things are pretty soft if you get them off a 1/2 ton.
