Timing degree ?  Leak down test on the injector manifold, it should not lose pressure after shutdown or at least not rapidly.

When was the last time you had the head off and replaced the valve stem seals?

Is egr valve working? As far as smoke if it's not fuel, you're burning oil sounds like piston rings. Might get away with a fresh oil change try 20-50 oil

Are you sure it's not steam?
Does it do it at idle?
or just high rpm's?

I hate to say it but if you like the way it runs and only care about passing smog, you can try one of those gauranteed to pass smog or your money back additives that you put in your gas tank. Just another option. Me myself would want to find out what's going on

The numbers don't look like they will drop enough with any of the additives nor the oil change to pass.  Unburnt fuel in the oil shouldn't be causing that high of a reading.  With the timing correct, new head new/valves adjusted correctly, and new O2 sensors, it looks a rich air/fuel mixture, bad cat, or leaking injectors.

I would start with an inspection of the intake and exhaust system(ahead of the O2 sensor), unmetered air will cause the ecu to richen the air/fuel ratio to try and correct for the lean condition the O2 sensors are measuring.

What is the CO2 readings?  According to my smog tech, readings under 13 is often an indication that the cat isn't working properly.

You don't have to drive over a cliff, just out of California.
YOU ONLY NEED TWO TOOLS IN LIFE - WD-40 AND DUCT TAPE. IF IT DOESN'T MOVE
AND SHOULD, USE THE WD-40. IF IT SHOULDN'T MOVE AND DOES, USE THE DUCT TAPE.

IF YOU CAN'T FIX IT WITH A HAMMER, YOU HAVE AN ELECTRICAL PROBLEM.

Funny, that's what I was thinking too. If my 4Runner had any issues I plan on getting it done in AZ.
