could I fit 31x10.50x15 on my stock toyota rims I believe they are 15x6 or 15x5.5

Genrerally a 31 x 10.50 wants a mininum of 7" of rim

Yup.  They won't fit perfectly, but they'll fit.

A rough, general rule-of-thumb is rim width should be about the same as tread width. That size on those narrow rims will probably result in wearing out the center of the tread. http://www.tirerack.com/ and other sites will usually show the recommended rim width (and the allowable range) for any size tire they sell.
