Alt/ Regulator question

I just installed a new alt and reg. Per the factory manual the volt output from the alt shouldn't be over 15 volts. It states that if the voltage is over 15 the reg should be replaced. Now since I just installed a new regulator I thought this could not be it. I however switched out the reg again just to be sure. The current volt reading is 65 at no load ie: at idle and the I'm taking the readings directly from the back of the alt pwr supply w/o the wire attached. Has anyone come across this?

Are you sure you're not accidentally reading amps rather than volts?  I'd think 65 would start frying wiring bigtime!

I think I'm taking the reading correctly. I just ref my How to use your multi meter handbook and all looks correct. I have my MM set to VDC 200 and its pulling a readiing of 65.0. I then test the batt w/ engine off and I'm getting 12.1. Engine running I'm getting 14.1 at the batt. I'm just concearned I will start to fry parts if its not operating correctly. The alt was tested at the parts store and all is good there. I still think somethings wrong. Thanks for the input any help would be appreciated.
