broken e brake

on my borthers 89 4 runner his e brake is broken we have talked to several people but we all get diffrent anwers some say its just were the handle connects to the cable and others say it has something to do with the drums and we just put new shoes in there and thats didnt seem to be the problem has this happened to anyone before and do you know what it needs to get fixed

If the handle pulls out with no resistance the cable is either off or broken. Get under there and start nosin' around. Start at the handle and follow the cable all the way back to the brakes. Could just be way out of adjustment too.
