Nobody has any excuse for this that was aware of what was going on and just telling someone higher up is a cop-out. If I saw an adult having sexual relations with a minor male or female immediate action would have taken place to stop it and the police dept. would have been summoned to the scene, would not have just reported it to someone higher up in that organization.
