Your compressions seems ok, but it sure does soundlike blow by to have oil coming out of the dipstick tube.
on the no vaccum thing, might check the line going to your brake booster, if the diaphragm in the booster went I would think you would loose your vacuum, mine went out but it only messed up the running when I would actually hit the brakes.
