80 to 85 fpt. is what I'd suggest as that is what Toyota recommends for lugs. The reason I say this even though you are doing this to a spacer is.... it is what Toyota  has tested their lugs and studs to. You may mess up the threads or even compromise  the stud if you go beyond that.
