I don't have a fan shroud on mine.  I got one, I didn't have it when I put the truck together.  And I don't have any issues.  Do like Stocker said.  With the engine running, you should be able to touch the back of the fan blades, it won't cut your ringers off, and with any resistance it should still spin, if the engine is at temp.  If it slows down, then your fan clutch is bad.  I would lean towards the fan clutch.  My  :twocents:
