Gonna be a sweet build. I have a 1uz waiting in the garage. Gonna use manual tranny or lex auto? what header are you using? does it fit between stock framerails?

He will probably use a A340F with duals behind it. The headers on a Lexus SC400 are tucked in so it should clear.
There are a few companies that make bellhousings that allow you to use a W56 or R151 manual tranny.

Make sure you do something to keep the power steering fluid cool. With full hydro you'll be burning up those Lexus pumps left and right
It is going to have hydro assist, It will be driven on the street.
