Dude, you live in California!! Your best bet would be to either live with the 22r, or just go buy a GM 4x4 with a 350!! The headache you will go through to get that truck to pass, will be a nightmare.
If your really serious about putting a 350 into a Toyota, would be to find a Toyota diesel p/u. That would be a rare find first of all, and secondly diesels don't have to smog, so you basically can put whatever motor in you want. I've got friends that have put v8's into Toyota's and regret ever doing it. (I live in Oregon, don't no smog)
