you will need a good sized bench vice   ,  and a prybar and BFH
and a wrench to fit what ever size nut is on the tie bolt,    put the springs in the vice and remove the bolt, and any clamps that are around the springs, then remove one or 2 of the lower leafs,  then re install the bolt,  the vice will squeeze the pack back together
