To the best of my knowledge it was to keep out litterbugs. How are you going to keep out litterbugs when you let everyone right through? I didnt quite understand the reasoning, just the governator at his best. Just like up here in WA, 2 ORV areas gone permanantly this month. We gotta pull together and stop this BS.
