I think your right, he's not a mod and has stated that's how it keeps the board from getting in trouble. Still the right (wrong) person could just cause them enough legal problems to cost them a bucket of $ defending themselves just to prove a point. Some people have the $ to do things like that just to cost the other with less $ everything they have.
