Hey man, it will be alright, just burn it on.  They all do that.  I would not put any strap in there, you dont want to burn the hanger to the strap more than the frame.  I would just stich weld it, front, back and sides.

Here is what I did.  It is hard to tell in the pic but as you can see I have D-Rings on the front of my frame area.  I wanted to strengthen the hell outta my frame and the hanger area so I welded a piece of plate to the frame and the hanger, it is pretty damn thick, not sure anymore what it was though. 

It really strengthened it up, then I welded my D's to the plating.
