In your climate, I'd do a frame off preservation.
Sand down frame and paint with POR-15. And I'd rubber coat or POR-15 the under side of the body. And rubber line the interior.
My environment is mostly wet, and my cab is starting to rust out around the windshield!!
And it seems water likes to seep in from almost every spot imaginable. I wish I lived in a drier climate. Oh well, if the body rusts off, then buggy time it is, with rain gear and goggles.
