I would then test the wire.  Pull it all apart and see if the wire isn't broken, mostly at the crimp for the pigtail.  Cause thats where the corrosion will start.  Just remember its 28 year old wire, it gets brittle over time. 

I had bad wires in my truck, but it wasn't until I used a volt ohm meter to see the resistance, that I had a bunch of bad wires.
