Doubtful they would tow it but they would make him come in for a blue tag. Not sure what sort of wait for a vin inspection he would have but it seems its 2-3 months out around here to get an appointment for one.
I had a mr2 years ago and had to get one and garcia did it right there with there mechanic
garcia gave me 24 hours to get it down to them
