Dash lights and headlights keep flickering on and off

My Dash lights and headlights keep blinking on and off. only when the truck is moving.  when it started blinking you can hear a crackle noise every time they blink. I've look for an arc but i cannot find anything. could this be a switch going bad?

Switch or a ground.

There is a clicking coming from under the dash. I found what is clicking and it is some sort of relay.  Do the headlights run through that and if so could the relay be bad.  I checked grounds and cleaned them but didn't change anything.

Mine did a similar thing. It was the head light switch on the blinker assembly.
