L50 shifter stuck

I pulled the cover with the shift forks off of my L50 to check the gears and syncros before i installed it.  now, i put it back on, and as far as i can tell, everything is lined up, shift forks in place.  but when its all back together, the shifter doesn't move.  any ideas?

you have it in 2 gears remove the cover again and make sure everything is in neutral

sorry for the stupid question, but if i spin the input shaft, and i can hold the output to where its not spinning, thats neutral, right?

also, reverse gear was showing a little(minimal) wear on the edge.  should i change out the gear, or leave it alone?
