Yes, the 7mgte is the turbo motor that was used in the MKIII('87-'92) Supra, but was also offered as the 7mge(non-turbo) motor in MKIII('86.5-'92) Supra, as well as the last generation of rear wheel drive Cressida's, but I can't recall if the Cressida came with a turbo model or not. 

While the 7m engine has more HP/torque in either Turbo or N/A, it isn't as bullet proof as the 22r(e) engine, and like the 3.0 and early 3.4 suffered from HG issues, especially the 7mgte.  Unlike the 22r/e motors the 7m is more akin to the 3.0 when it comes to regular service/maintenance, i.e. you have to be religious and not ignore the little issues.  On a cost scale 7mgte motors are expensive to rebuild, much more so than the 3.0(simple numbers game), however unlike the the 3.0 you can build them up rather easily.  On stock internals w/a CT26 turbo(mod'd to 57 trim), 550cc injectors, a Lexus V8 AFM, and a few exhaust/intercooler mods, the 7mgte is capable of producing 450 reliable hp, and some have ran it to 750hp w/500+hp as a daily driver, all on stock internals.

Yes but then you still need the wiring harness, ecu, inter-cooler and inter-cooler piping, which usually pushes the price beyond $3k.  On the other hand you can usually find an MKIII Supra w/a 7mgte in it needing engine repairs for less than $500(here in CA anyways), I only paid $350 for my '87.
