i did not have to ref it cause i owned it already and the county i live in we only have to smog once. i have the stock air box for it so it will pass the ref.

3.4 blows much cleaner than 3.ohno. may need initial ref in your county but thats it

yes it does have AC i just need to charge it and if i had the time and money i would get it smoged but i built it so it would pass the REF and smog for CA

thats not true ive sold like 6 toyotas in the last couple years and the most recent was about 2 months ago and sold them as is driving away and write buyer smogs and its all good  as is only means that if anything happens to vehicle after it gets sold they cant come back at you to fix

Your just lucky that you have not had a deal go south on you. "As Is" does not mean squat when the lawyers get involved. It is the sellers responsibility to ensure that the vehicle is compliant with the smog standards. The buyers that have done the smog themselves have done you a favor. I'm sure that if this 4runner had the "pass" stamp on it from the ref it would have been sold a long time ago. It looks like a very sanitary conversion and I have no reason to doubt that its ready to pass but with out that stamp from the ref who is going to risk that kind of head ache?
Ref it or part it. To sell it "As Is" is a chance for someone with some legal skills to screw you.

see section 5751.5 and 27156(b) of the California Vehicle Code

You should also be aware that if you get pulled over and a cop wants to look under your hood (like it or not, he has the authority to do so), you might be lawfully ordered off the road and sent to a ref anyway per 27156(f) of the California Vehicle Code
