The rear brake lights have a glow when your NOT braking so people behind you at night can see you. The right side does this but the left dosent. But when i brake both sides light up bright. I have replaced all light bulbs. Anyone know why its doing this?

sounds like you have a bad ground on that side ...clean and check them,,you could try grounding the bulb case to see if that works if all else fails..

I took the whole tail light out and hooked it up to the right side and it worked perfect. The builb casing is working correct then. The left side licence plate light also dosent work and the wires to that light come off the tail light. Is there another ground somewhere i need to check? Im thinking maybe that ground could be bad.

I t sounds like a ground loop has been created and it is backfeeding voltage to that side thus eliminating the grounds function.  Id run a test light at various spots along the harness, Ill bet that you find a short between two power leads.
