in my 86 runner it doesnt have a tach
but is it wired for it can i put a gauge cluster in it from a sr5

Yes you can wire it up to work from the factory.  You have to pull a couple of pins out of the plug and move them to different spots but thats it.

If you have a non-SR5 truck, you will have to rearrange the exsiting dash wires, and add a wire from the tach port on the igniter thur the firewall to the back of the new dash.

Even with the factory service manual, I still trace the circuts on the back of both clusters, and move the wires as required.

Is there any difference from an 85-86?  We took an 85 pickup, and just tossed an sr5 cluster in it, added a oil pressure sender (was wired from the factory) and bang, everything worked.

In 85, Toyota made two differance wiring harnesses. Non SR5, and SR5.
I have seen SR5 wiring harnesses in trucks with A/C and no factory tach.
To my knowledge, all harnesses with A/C had the proper wiring harness?
