Golf carts can be street legal.  As long as they have working brakes, windshield, brake lights, turn signals, headlights and seatbelts. 
And you can get some seriously cool bodies for a golf cart.  Including lift kits.  Check out www.buggiesgonewild.com.  Some of these guys drag race theirs, offroad, and go mudbogging.
