90 4runner surges when cold

hey guys my 90 4runner 3.0 v-6 runs great, however some times in the morning when is really cold out the rpm's surge any ideas what it could be?

does it do it while your foot is on the brake? or just while its sitting there?

just when its sitting there when it warms up its fine.
