Smitty Built Winch Issues

Is the "Engage/Free Spool" lever suppose to be loose or is it suppose to lock into place?

I remember reading in the big "Smittybilt winch" thread on Pirate that people have had this issue.  Not sure what the fix was, and too lazy to look, but you might want to look on there.  It's in the "general tech" section.  .02
