The only real place that isn't completely private is MIOBI.  It's owned privately but worked on by a club.  www.miobi.org

Well Missouri is "around" Iowa and it has several off road parks but most are in the southern half of the state.

Hannibal Rocks - http://www.rorp.com/homepage.htm (kind of small.  More of a competition park)
Flatnasty Off Road Park - http://www.flatnasty.net/ (excellent park)
Southern Missouri Off Road Ranch - http://www.smorr.net/
washita Off Road Park - http://www.washitaoffroadtrails.com/

Cliff's Insane Terrain - Illinois
Badlands Off Road Park - Indiana
YOU ONLY NEED TWO TOOLS IN LIFE - WD-40 AND DUCT TAPE. IF IT DOESN'T MOVE
AND SHOULD, USE THE WD-40. IF IT SHOULDN'T MOVE AND DOES, USE THE DUCT TAPE.

IF YOU CAN'T FIX IT WITH A HAMMER, YOU HAVE AN ELECTRICAL PROBLEM.
