one more question regarding timming chain

the fsm is unclear on how much to tourqe the bolts that hold on the cover. it says 8mm =9ft.lbs 10mm=29ft.lbs
there are at least 4 or 5 12 mm bolts holding the a/c bracket through the cover and the power steering. are these 29 lbs also?
seems high for aluminum

ive never torqued my small timing cover or intake bolts,  but just torque them down so the feel right, dont over tighten unless you have taps and something to get the broken parts out
